The permits, licenses and inspections are too expensive. The fees are too high and the requirements needed for premises improvements are too costly. The small farms and herds would go into substancial debt trying to comply. We used to have a lot of small dairys around South Dakota. Now we have one owned by Canadians but operated locally. They appear to be the only ones that can comply. Please change this law this year! 2019.
